The budget that took so long to hammer out last year is not standing the test of time. The leglislature's budget assisant told State lawmakers today that the budget is not achieving the savings that were hoped for. He also warned that the state is facing a growing deficit this year with bigger shortfalls projected for the future. We'll talk about some of those fiscal issues in a few minutes, but first, here are some highlights from today's presentation.

Track: The budget briefing began with the bad news.
Bite: .and at June 30, 2005, the cumulative deficit of the two funds combined of $52, 600,000. so that's the estimated deficit at the end of this biennium.
Track; Legislative Budget Assistant Mike Buckley tempered that with some positive news.
Bite: Revenues have actually been quite good, they have held very steady through the first 8 months, and in particular February was a good month.
Track: Despite that, the overall message was that the compromise budget signed with such fanfare following the governor's veto of the original budget, was too optimistic.
Bite: What it shows is a swing from - when the budget was passed - an estimated balance of $69 million - combined between the surplus and the rainy day fund - and now, the analysis I'm presenting you today says that combined amount.would yield a $35 million deficit - thus a swing of $105 million.
Track; Buckley brought a skeptical eye and a sharp pencil to the assumptions made in the compromise budget. Today, he delivered his verdict. Many of the savings counted on - such as $35 million in Health and Human Services programs - simply aren't there.
I've taken the estimates that were adopted in House Bill 3 & 4 and eliminated those estimated savings.
Track: When asked for a reason, Buckley answered.
".based on discussions with the agency and a lack of any progress to date."

Also today, Governor Benson introduced three new Drug Czars to the state.
All three are volunteers.
They are Ed Boyle, Paul Berube and Ken Levine. Levine is the brother of Bob Levine, who co-founded Cabletron Systems with Benson.
He's also a drug prevention and intervention advocate.

Paul Berube is a pastor at the Grace Fellowship Church in Nashua and Ed Boyle is an administrator at Londonderry High School.
Benson said the three will evaluate resources and coordinate drug enforcement
activities around the state.

John Edwards has officially announced that he's ending his presidential campaign.
His withdrawal follows a sound defeat by John Kerry in
yesterday's Super Tuesday primaries.
But as Judy Woodruff reports, is he now in the running for the number two job?

Finally, bird watchers have been reporting some exciting observations these past few weeks.
This appears to be what's called an "eruption" year for a certain colorful bird.
The internet is humming with sightings all over the state.
Chip Neal went in search of the Bohemian Waxwing.

Waxwings producer Chip Neal went looking for the Bohemian Waxwing on the campus of the University of New Hampshire with Steve Hale a birder. Often times the Bohemian Waxwings will travel with a much larger flock of the more common Cedar Waxwings making it sometimes hard to see the Bohemian in the flock. The Waxwings eat left over fruit on the trees during the winter. This year was an "eruption" year for the Bohemians causing them to be seen in much greater numbers here than normal.
